Recognizing the escalating threats posed by inadequate SWM, the City Council of Nairobi took a pivotal step in 1996 by establishing the Department of Environment, entrusted with the responsibility of fostering a clean, healthy, and beautiful environment for both residents and visitors. With the advent of the Kenyan Constitution in 2010, the devolution of responsibilities to County Governments brought SWM into sharper focus. Despite inheriting dilapidated structures from defunct local authorities, the County Government of Nairobi has steadfastly prioritized environmental management, driven by a vision for a city with a robust, sustainable, and world-class SWM system.
In alignment with the social pillar of the Kenya Vision 2030, emphasizing the importance of a clean and secure environment for societal well-being, the County Government has elevated its commitment to SWM. This dedication has culminated in a strategic partnership with the Government of Japan, resulting in the evolution of the 1998 SWM master plan into an Integrated Solid Waste Management (ISWM) Plan. This updated plan delineates key programs aimed at addressing the multifaceted challenges of SWM in Nairobi.
